Gujarat Assembly Speaker Rajendra Trivedi today made it clear that he does not want to promote zero hour in the Assembly. Speaker made this statement during a special mention about an accident in Bhavnagar district in which 31 persons of a marriage party died when the truck in which the marriage party was travelling fell into river.
He said that he had allowed the mention of the incident and statement of the minister about it as an exception but it was not a zero hour.
Earlier during Congress rule Gujarat Assembly had zero hour. Under this provision, a member could raise an issue in the House with the consent of the concerned minister. Senior Congress leader Arjun Modhwadia said that Congress Ministers were quite open and gave consent for the zero hour matter which is taken up after question hour. However after BJP rule in the state, the ministers became reluctant and after in the Modi model zero hour has disappeared completely.
He clarified that zero hour is basically a matter between MLA and the concerned minister. Once the minister agrees, the speaker gives formal approval.
